Opposition Petition to Oregon SB6

Happy Tails letter to Oregon Governor Kitzhaber

Please veto SB6, it's poorly crafted and unconscionably violates the rights of animal rescues which are mostly operated from private homes and fill the enormous void created by negligent or overcrowded animal shelters.

Sections 10 and 11 would require licenses, unrealistic record keeping from animal rescues who would be classified as commercial entities with more than 10 animals and who accept donations. SB6 is complaint driven (including unsubstantiated) and would subject rescues to 24/7 unannounced property searches, seizures, fines, penalties and incarceration without burdensome warrants or probable cause.

This emergency legislation ignores the rule of law that people, or organizations, are innocent until proven guilty. Bypassing normal legal procedures can only be seen as enabling special interest groups to silence and remove citizen watchdog groups & rescues who expose Shelter abuse, neglect, torment and cooking of their "no kill" records. Shelters want to kill Animal Rescues who are the primary Whistle Blowers on Shelters.

How many thousands more animals will be killed in shelters when Rescue organizations are faced with the take-it-or-leave-it choice of relinquishing their rights under SB6? Already many rescues are closing their doors fearful of the tyranny this legislation allows.  

In 7 days opposition to SB6 has more than 600 petition signatures: Washington residents get thousands of dogs from Oregon Rescues who would be slaughtered by this legislation. Please veto it
